The Hampton City Council appointed a resident to serve on the Planning and Zoning Commission during their regular meeting on Thursday, October 28.

The council considered applications to fill a vacancy on the Planning and Zoning Commission. Two applicants, Jesse Mollenbeck and Carolee Philpott, were at the meeting to express their interest in the position.

The council considered both applicants and, being equally satisfied with both but recognizing an existing gender imbalance on the board, unanimously voted to have Philpott fill the seat. Philpott will fill the vacancy for the remainder of the term ending on December 31, 2024.

The council also met with Mark Crawford, who asked the city to approve a pay order from Heartland Asphalt for the street rehabilitation project for extra work done.

Crawford also asked the council to certify the completion of the PCC Reconstruction project, authorizing the release of the retainer to OEL Construction Services.

"The project finished right at the contract amount," said Crawford.

In council reports, Police Chief Bob Schaefer updated the council on nuisance properties. In particular an issue with a resident not dealing with their garbage collection. The issue prompted discussion on whether or not the city should contract for garbage service rather than leave it to private residents.

It was also noted that the city's burn ban will be lifted on November 1. Residents can burn leaves from noon until dark, when the city lights come on, so long as their burning doesn't create a nuisance.

Finally, City Administrator Ron Dunt congratulated Terry Hamm for his retirement from the Public Works department after 45 years.

"We congratulate Terry and wish him the best on his retirement," said Dunt.

Due to November holidays, the next two council meetings will be held on Mondays in lieu of the regular workshops.
