The Hampton City Council came one step closer to solving an unpleasant situation affecting one local neighborhood during its meeting last Thursday.

Council members unanimously passed the first reading of an ordinance amending city code to include new public exposure guidelines. The action stemmed from the alleged behavior of one Hampton man, who officials say defecates and urinates in his yard and also walks around the property with his genitalia exposed.

The behavior has been observed by neighbors and city officials throughout the past year. However, no city ordinance pertains to this kind of circumstance, as the man is conducting his business on private property but in complete view of neighbors on Third Street Southwest.
